Acceptation of GMP+ Auditors/Inspectors and Audit time re-duction

GMP+ International would like to inform you that recently some core activities were re-defined. Together with the subcommittee Certification & Compliance and the Interna-tional Expert Committee (IEC) it was decided that two responsibilities will be delegated to the Certification Bodies with immediate effect: 1. The assessment of the requirements as stated in article 3.5 (Annex 2) of the GMP+ C1/C10 for the acceptance of “lead” auditors/inspectors. 2. The assessment and granting of audit time reduction to Participants.

What will change

Acceptation of GMP+ auditors/inspectors

  • Submitting the Annex 4 and relevant diplomas, certificates and audit log to GMP+ International is no longer needed. The Certification Bodies will keep the complete file available for assessment during the annual Certification Body audit. This file has to comply with article 3.5 (Annex 2) of the GMP+ C1/C10.
  • When completing the auditor/inspector acceptance file according the requirements as stated in article 3.5 (Annex 2) of the GMP+ C1/C10, the GMP+ coordinator can process the acceptance of the documentation part for new and existing auditors/inspectors in the GMP+ database per relevant scope.
  • The onsite audit times for the annual Certification Body audit will be extended to assess the compliance of the acceptance process of GMP+ auditors/inspectors.

Audit time reduction

  • Submitting the form audit time reduction to GMP+ International is no longer needed.
  • GMP+ International does no longer grants audit time reduction to a Participant, this will be executed by the Certification Body.
  • The Certification Body must motivate and document its decision in compliance with the requirements in Annex 2 of the GMP+ C3/C6/C12.
  • The audit time reduction shall not exceed more than 30%.
  • The GMP+ coordinator shall process the granted audit time reduction in the GMP+ database.
  • The onsite audit times for the annual Certification Body audit will be extended to assess the process for granting audit time reduction to a GMP+ participant.
  • Because of this change in the database and the related user rights the items under “properties” are no longer accessible for auditors, they can enter these data under “company” company unit properties (for example Chamber of Commerce, Name ship, Phone number 24/7 etc.).

What will NOT change

Acceptation of GMP+ auditors/inspectors

  • The requirement as stated in article 3.5 (Annex 2) of the GMP+ C1/C10 for accepting a GMP+ auditor/inspector will remain the same. Only a complete auditor/inspector acceptance file in combination with positive results of the GMP+ International examinations will finalize the acceptance
  • When the acceptance procedure is finalized GMP+ will give access to the GMP+ database for the auditor.
  • The acceptation procedure for GMP+ coordinators and technical reviewers.

Audit time reduction

  • The already granted audit time reductions, visible in the GMP+ database under the certificate part, will remain valid as long as:
  1. no changes take place in the activities and organization of the Participant;
  2. no changes are made to Annex 2, GMP+ C3/C6/C12;
  3. the Participant will not transfer to another Certification Body.
  • A deviation from the minimum required audit times is only possible following the requirements as stated in Annex 2 of the GMP+ C3/C6/C12.

Who

Only the GMP+ coordinator will have the rights in the GMP+ database for entering the relevant information for the documentation part of the acceptance procedure for GMP+ auditors/inspectors and granting of audit time reductions to Participants.

Formalization and Implementation

GMP+ International will delegate the documentation part of the acceptance procedure for GMP+ auditors/inspectors and the granting of audit time reductions to Participants to the GMP+ accepted Certification Bodies as from the 2nd of December 2016 by the use of an executive decree. As stated in article 11.1 of the GMP+ A1 General Regulations GMP+ International is entitled to draw up a temporary additional provision for Participants by way of an executive decree. In accordance with article 11.2 of the GMP+ A1 General Regulations the Participant and the Certification Body are obliged to comply with and/or implement the temporary additional provision.

The requirements  for the documentation part of the acceptance procedure for GMP+ auditors/inspectors and the granting of audit time reductions will be secured in the newest version of the GMP+ C1/C10 Acceptance requirements and Acceptance Procedure for Certification Bodies – Feed Safety Management, the C3/C6/C12  and C11 Method of and Criteria for the Compliance Assessment of Certification Bodies (the objective of GMP+ International is to publish these documents mid 2017). The executive decree will be automatically terminated after publication of the newest version of these C-documents.
